You're probably kidding, but I did read about this last week. Apparently to keep an indictment sealed, they have to demonstrate a reason why its in the prosecution's best interest to do so; the point of this as it related to the article I read was that for those first three indictments to come down (Manafort et. al.), Mueller must have more or less positioned them right where he wanted them, and not had any further evidence to compile against the,. So I think the other indictments will become unsealed when the same is true for those people.
