Yeah, that's true. That being said, it's always been odd to me when people say that Texas is a deep and unchangeable red. Beto's losing by two points. This may have happened (I'd be very surprised if the higher turnout this time around was not due to Dems or Dem-leaning independents who normally sit out midterms coming out in droves). It's just the structural advantages our elections afford rural (and increasingly Republican) areas are becoming harder for turnout to overcome.
