At the end of the day they're going to do what they're going to do. No messaging opportunity will be so great that it provides a real public opinion saving grace, nor reasonable legal cover. Those won't be the things that decide whether or not it happens.

I think it's significant that Trump's lawyers tried to point at this directly at Congress. Their response was literally a letter asking THEM to address it, not any legal action if their own.

They are temperature testing the amount of loyalty there, because THAT'S what will decide if they act.
