Surely the 4th official can say it was 1m outside of the box. Both decisions incorrect. Should have been a free kick and a red card.

Fouls that begin outside the box but end inside the box = penalty kick. It's close-ish in this case but either way fuck them

No, it's first/initial contact which was outside the box. Definitely not a penalty.
And David Luiz is the worst defender I've ever seen. PSG just paid 45mil for that?

This is not the case here as Silva releases him before the box but generally speaking in a case of holding it's not the first contact that matters:
If a defender starts holding an attacker outside the penalty area and continues holding him inside the penalty area, the referee must award a penalty kick.

Oh, I stand corrected. I disagree with the written rule but fair enough. I wonder when that rule was changed/updated as I swear it was initial contact.
Brazil are badly in need of a striker. They are creating chances.

For real, ugh. Too many missed opportunities. Germany is a great, deserving winner though, they have been tremendous the past decade, if it weren't for Spain they would have ruled the world.

Absolutely. Full credit to the best team of the tournament. I'm glad it was decided by a great goal too, and not a mistake.
Argentina played well and had their chances.
