They're not rushing the testing. Well, they're kind of rushing the testing, but not as much as you think. The feds are just covering the cost to allow pharma companies to take monetary risks they wouldn't otherwise take.

The biggest timesaver is that the companies are making vaccine simultaneously with the tests. No company would EVER do that if the feds weren't covering the cost. But normally, the whole process with be plagued with starts and stops while the companies decided if it is worth the money to go forward at each step of the process.

They can dump cash into phase 3 trials b/c they know they'll get their money even if the vaccine turns out to be a dud. Luckily, it looks like it won't be a dud.
