I feel like that is getting misrepresented. He's not suggesting we change the orbit of earth or the moon, he's trying to lay out a 'gotcha' by suggesting Earth's orbital drift is causing climate change and it's not something we can overcome.
It's a mindlessly stupid thing to say, but he's
not literally asking for the moon's orbit to be altered by the national forest service.

I am very sad that I helped to misrepresent a Congressmen who is spending his time and influence to make himself more powerful at the expense of those whom he was elected to serve. Very sad, indeed.

He’s a moron, but Bi_3 is right. He made similar “the orbit is the problem, not humans” comments in an interview a few days earlier. It’s an argument against climate change legislation, not a proposal.

The White House confirmed there will be no post-summit news conference, with Biden and Putin standing side by side. Administration officials are wary of elevating Putin to Biden’s level by affording him such a platform.
“This is not a contest about who can do better in front of a press conference or who can embarrass one another,” Biden said Sunday. “It’s about making myself very clear what the conditions are to get a better relationship.”
Couldn't this just be an email? I hate when I'm asked to hold a meeting that repeats what I already said over the phone when setting up the meeting, only to meet and cover details that are perfectly captured in email form.
