This got me curious, so I did a quick search and found this:
When asked on the official Stone Temple Pilots message board who sang "My Second Album," guitarist Robert DeLeo said, "His name is Richard Peterson. He's an artistic street musician. We asked permission to use one track off his CD called "My Second Album."
