Red Mosquito

It's a new house. They just had it graded and seeded right before we moved in last May. Most of it's dead now in most spots. What do I need to do to have the best yard in the neighborhood? Also, my wife wants to plant a garden. I don't know where to start. I don't have money to spend. What do I do?

They will just try to sell me a bunch of shit I don't need. I don't know anything and I'm vulnerable.
