ApplePay - Services Unavailable

Okay maybe I hate apple.
For the past 4 months ive been trying to setup/activate apple Pay Cash. NO luck. My card is added to my phone noo problem but when i try and setup actual Apple Pay it gives me the "Apple Pay services are currently unavailable"
Some people have this problem across the web but there isn't one fucking solution out there.
Not really anticipating finding one here, mostly venting.
Frustrating.
