Dammit is probably my favorite Blink 182 song. But Basket Case is too iconic not to vote for.

I think "Basket Case" is way better. It's got a bunch of little touches that make it a great track, like that little bass part before the second verse kicks in (actually, the bass in general), the crazy drum fills (actually, the drumming in general) and the harmonies throughout. The melody is also a lot stronger than "Dammit"'s, IMO. It feels a bit more complete than "Dammit"; it's always kind of bothered me that the chords in "Dammit"'s chorus are the exact same as the chords in the verses, except in half-time. Not that pop-punk is a genre where you go looking for structural complexity. These are both catchy, genre-defining tunes. I just think "Basket Case" is better-written as a whole.

Basket Case doesn’t do much for me. Never has. Longview and Brain Stew are the money Green Day songs.

My high school punk band wrote a song that followed that same formula (palm-muted chords in the verses, and then the exact same chord sequence in half-time for the chorus). I didn't realize it until just now, but the whole thing was pretty much a rewrite of "Dammit", with a much-worse everything.

These songs are very similar, in overall tone, approach, thematic elements. I could see voting for either one, but I'm going with Green Day because it obliterated my eight grade world -- all of a sudden PJ and Nirvana were old news -- and because I think it has a better, more memorable lyric.
