Is this one of those old Fox rejects that Disney is dumping in theaters?

It's part of Sony's Venom-verse. They've engineered it so if Disney wants to use Spider-Man they have to legitimize Sony's shared universe by having it crossover with the MCU. The thought being that the audience won't know any better and go see their movies because they think it's part of the MCU. One thing that seems odd is (though I haven't seen the movie) my understanding is Venom is a anti hero, and now Moribus is anti hero...and they showed Vulture who isn't a straight up villain. So basically three of Spider-Man's bad guys are really good guys who are willing to bend the law but when push comes to shove will do the right thing. Not much of a threat to Spidey.
