If we’re counting every single movie they’ve made, I doubt any directors meet this criteria. Even the Coens have a few middling movies.

Yeah, if we're sticking to the strict definition of "consistently" then I agree. Even the Coens have missed.

Tarantino. In my book, no misses, other than calling Unstoppable one of the 10 best movies of the last decade.

Id give him a pass on that for being his first flick, a genre movie, blah blah blah. I think it succeeds as a movie given the constraints.
