My theory is that if time happens, it will only be possible from the point of realized technical capability and forward of that. So like if they realize the tech in 2024, then that’s the farthest back they could ever travel.

So only future time travel? What if they jump to 2134 then want to come back? If they can travel back to where they started, why not just turn the dial back even further?
