Jeff typically does the set lists for MT shows, so probably he put this together ahead of time so Ed had a chance to veto/move things around where warranted. I don’t think it’s indicative of their regular MO.

It's been confirmed that setlists are created in advance. Eddie said he wrote all the 2015 at once (on the flight to the first show, I think). They could be revised or rewritten the day of, however. I like that set. I'd be perfectly fine with that show + Get Right in Baltimore.
