Blue is a strong closing track, and manages to combine country feedback and e-bow in a compelling way that doesn't draw comparison to the fact that those two tracks are both vastly superior. And I love the discoverer tag at the end (more than the song,actually).
But Circus Envy is an understated powerhouse of obnoxious fuzzy guitars, great lyrics, and monster attitude. Plus, as Kevin will no doubt confirm, there is a wonderful version on Olympia

Circus Envy. One of my favorite REM tunes, and it definitely gets my vote here.
Blue is a weird one... It's a song I'm not too crazy about, but the music is really interesting. I also really like the ending. Still, it's no Circus Envy.
