It's just something I have to struggle through every year and I hate it, but when I'm finished I feel better. I'll get it done well enough and the remaining tasks for the rest of the year are a breeze.

I get it. Just in case you don't know, CBT is pretty different from other types of therapy like psychoanalysis. It's more about rewiring your brain and developing skills to get around some of the roadblocks you make for yourself. It has an endgame, which suits me better than the neverending "talking cure" approach

tree I used to be this way as well. Then a former boss of mine told me something he does in work and in life. When you wake up, or you get to work each day, do the thing you are least looking forward to during that time first. That is usually the thing you are always procrastinating. After you do it, it makes the rest of the time so much more easy and enjoyable. It has worked great for me.
